- They are a much tougher counterpart compared to their non-elite ones, and they also generally give out more EXP.
- One can be found to the left of Ashina Castle's Entrance, after the second invasion.
- The Second can be found near the dilapidated building facing a cliff that leads to the headless.
- It is also unsure whether they appear in the area with the highest concentration of Interior Ministry after the Ashina Outskirts idol.

You can spin these guys around with Divine Abduction and they will lose sight of you for a second, but unlike the non-elite variety, they are not susceptible to backstabs after.
