Some of the upgrade materials (specifically Adamantite) detail that they "attract the grace of the gods." Considering we use these materials to upgrade our karma-powered prosthetic tools, it's not unlikely that these enemies are lingering spirits given form through this same "grace of the gods..." Especially since they're found in the lair of a gigantic snake god.

This enemy feels out of place with the rest of the game, no context, they don’t fit into any of the lore, there’s no real "monsters" per se in the rest of the game, feels a lot more adept for a game like dark souls than sekiro *shrug*
