Useless skill. Tested the effect of healing with and without this skill and did not see any difference.

Since it says healing items, does this also include pellets, fine snow and the other ones as well?

Emma's Medicine Potency and Aroma aren't worth. Don't waste your skill points in their. When you get the Shinobi's Medicine they become useless. For any stupid reason, Medicine skills in this game works with priority. The scheme is the next: Emma's Medicine Potency: 10% bonus recover health items with 90 priority. Emma's Medicine Aroma: 20% bonus recover health items with 80 priority. Shinobi's Medicine Rank 1: 30% bonus recover health items with 70 priority. Shinobi's Medicine Rank 2: 40% bonus recover health items with 60 priority. Shinobi's Medicine Rank 3: 50% bonus recover health items with 50 priority. This means, the most powerful skill do the others completely useless. Source Info: Modding.

It works on Healing Gourd, the change is just very small. Here, I jumped off a cliff 2 times, took a screenshot, healed, took another screenshot. Bought the upgrade, did the same. Overlapped screenshots together, you can see there is a change:

Would be great if you got it in the first quarter of the game for 1 skill point and it led somewhere good in the tree. It does nothing great saddly and costs a fortune.
